This policy paper further explores the complexities surrounding the citizenship and freedom of movement for Kosovo Serbs and other non-majority communities. Although the study is conducted through a legal, political and societal lenses, the legal perspective is predominant in regards to the issues surrounding identity documentation. Its purpose is to shade light to the jurisdictional and institutional frameworks that are the key factors in the processes to solving the complexities surrounding the issue for the acquisition of citizenship and identity card of Kosovo for Kosovo Serbs and other non-majority communities. Based on this, recommendations are offered to assist policy makers with ways to overcome the complexities surrounding the obtaining Kosovo ID card and the usage of the Serbian Coordination Directorate ID card in Kosovo.
